Online Gambling in British Columbia: PlayNow and the Alternatives

One legal site, and it is a government one

British Columbia has not opened a competitive market. PlayNow.com, operated by the British Columbia Lottery Corporation, is the province's only legal and regulated gambling website, and BCLC says so in exactly those terms.

That makes the legality test in BC very simple, and much simpler than in Ontario. If a site is not PlayNow, it is not provincially regulated - regardless of what it says about licensing. There is no BC register of private operators to check, because there are no registered private operators.

PlayNow was the first government-approved online casino site in North America when it launched in 2010, which is why BC's monopoly model is often used as the reference point for the other monopoly provinces.

The legal age is 19

You must be 19 or older to play on PlayNow. Nineteen is the age of majority in British Columbia, and BCLC treats it as a legal requirement rather than a policy choice.

GameSense and Voluntary Self-Exclusion

BC's responsible gambling programme is GameSense, and its self-exclusion arm is Game Break, which covers gambling facilities, online gambling, or both. Terms are six months, one year, two years or three years.

One feature deserves emphasis because people are caught out by it: enrolling in Voluntary Self-Exclusion through PlayNow begins immediately and cannot be cancelled or shortened until the term expires. That is deliberate - a self-exclusion you can undo during a bad session is not a self-exclusion - but it means the length is a decision to make carefully rather than quickly.

Do you pay tax on gambling winnings in British Columbia?

Gambling tax in Canada is federal, not provincial. Your winnings are treated as a windfall rather than income, and paragraph 40(2)(f) of the Income Tax Act keeps a gambling gain out of the capital gains rules as well. There is no line on your return for it and nothing to declare. That answer does not change when you cross a provincial border, and it does not change depending on whether you played on a provincial site or an offshore one.

So a PlayNow win and an offshore win are taxed identically: not at all, for a player. There is no BC gambling tax to plan around.

The one exception is national too: if gambling is genuinely carried on as a business rather than played, the profits become business income. The bar is very high - the Tax Court confirmed in 2022 that even a World Series of Poker Main Event winner did not meet it. Where offshore sites leave you

Playing on an offshore site from BC is not an offence for you - Canadian law does not penalise the player. But because BC has no registration framework for private operators, an offshore site is entirely outside the provincial system. BCLC has no authority over it, Game Break does not reach it, and there is no provincial complaints route if a withdrawal is refused.
